“My advice is to just go and say you need the NIE (to buy a car the next day, for example) and that you couldn’t get an appointment any time soon. We have had 100% success taking care of things like this without appointments but we are in Bilbao which is a small(ish) town with fewer people waiting for appointments.”
“I couldn’t even see the option for an appointment in my town, so I booked in a different one (honestly thinking that just that one processed NIEs). When I arrived I was told by a very pleasant lady that in fact I should’ve registered where I lived, but that once as a courtesy they could do it for me. Probably helped that I was smiling, polite, and spoke Spanish. I’m not saying it will work for you tho”

“Just keep trying. Appt times are renewed at the same time each day. Once they’re all filled, you have to wait til the next day. It took me almost 3 months before someone told me this.”
