“Law says within five days for NIE, but law doesn’t always mean much in Spain. Took me three months and a bit of nagging to get my NIE. I actually got it after closing time on my last legal day in Spain. One person said “we’re closed” and another said, “no, we’ve given this guy enough trouble already.””

“I asked the same question to the police officer and he told me that if I have still a valid Visa with multiple entries then yes you can travel. I guess it also depends on which passport you have.”

“Is this your first TIE? If that is the case your visa should be good for you to travel if it’s multiple entry.
If you only have a single-entry visa and you’re waiting for your TIE, you’re out of luck. Regresos are not issued to first-time TIE applicants unless you have an extenuating circumstance that requires you to travel like an emergency.

Your visa will say “MULTI” on it if it’s multiple-entry.”
